Use only version 3.05.54. This version works. The newer version does not work.

 

Version 3 does not have CML. It was added later into version 4

From memory only, for the TWS.ocx issue, you need to install vcredist_x64.EXE or vcredist_x86.EXE, year 2005 version.

This should make available TWS.ocx. Not sure if later versions will help. These should be downloaded from Microsoft download site.

you can use any MT4 provider just browse to the  data folder in the folder that the MT4 uses to store the historical data.  select the folder and the symbols will populate. also, remember to enable DDE in MT4 for realtime data.
