Unzipped & ran Parity21 (also as Admin), 

Does not work.

(Also did not find any program installer)

It not run in new computers because it's a 16 bit software.
To solve the problem download this program:

Extract the zip file.
Run as administrator otvdmw.exe.
Search the file parity21.exe and open it.
It run very well.
With this program you can run any software of 16 bit in your Windows 11 also 64 bit.
It is not necessary to install these programs.
I remember that I payed Parity Plus 150 bucks 30 years ago to someone in United States.

It works. I was able to start 'parity21'
