Here is a guide for Emule. Is in Italian, but you can selected "Opzioni" (Options) and watch the pictures for settings. The last version is 0.70b.

If all settings are ok, is possible that your provider don't allows the connection with Emule.

Here in Italy there are some providers that don't allows the connection with Emule or utorrent.

I have completed the translation into English for this Torreggiani book. 

I also have included in the link two documents (book 1 and book 2) from presentations made.

They are in Italian but I have included separate documents showing the English translations of each slide.
