Everything relies on the definition of such bars. For NT7 you can find the file: ..\NinjaTrader 7\bin\Custom\Type\@BarsTypes.cs In the row #: 2382 (for ver.31) starts the code responsible for creating Range Bars. ... #2382: public class RangeBarsType : BarsType ... I suspect only, the differences you've seen, result from gaps (filled with phantom bars). It can be changed in NT, but it is more important question: why they should be changed?
