(req) can any one creat a bollinger band EA

can any one make an EA which helps to identify the TF and pair in which BAR opens and closed out side the bollinger band ant any given point of time frame and pair.

i want it should capture such bars in all time frame and all pairs and give alerts when a bar opens and close out side bollinger band on eight er side above or bellow
