Labeling!

Hello, does anybody know a good free program to draw directly to your screen reguardless of which window is open? like for labeling elliot waves freehand style and such.. any help is appreciated.

 

also, how about a program that turns your own screen into your webcam?

you could use VLC to make it like remote desktop, or try this program hxxp://www*nchsoftware*com/screen/index.html
