It's a TOS scan, not hard to create yourself.

Remember that you have to have a live account with TD Ameritrade to do a study scan, you can't do it with demo accounts.

How to simulate the ibd ranking. It´s not TOS (he uses TC2000 i think), but im sure it wouldnt be difficult to adapt it.
