they are the NET Delta values which is the difference between BUY Volume (total volume traded at the ask or above) minus SELL Volume (total volume traded at the bid or below). For example, the number -3665 is obtained by adding up all the left hand values to give 14258 and add all the right hand values to give 10593. Subtract 14258 from 10593 and that gives you -3665.

you are correct; net delta is the top of the two numbers at the bottom of the chart

yes that does look like it doesn't display the first bar of a new session correctly

I suspect the numbers at the top and bottom of the range bar are the maximum and minimum delta values for the bar (that is, the delta range produced while the bar was in progress); whereas the net delta at the bottom of the chart (the upper of the two values) is the Net Closing Delta (that is, the delta when the bar closed)
