Help with my new ea order issue

I just recently decided to try and learn MQL4 programming. I have no previous experience in any type of programming so this may be a simple fix.

 

I am looking for help from someone to explain to me why My first ea is not placing trades the way I would like it to.

 

The EA is supposed to be placing a Buystop and a sellstop trade. Only 1 trade each until one is closed out.

 

The EA is currently placing 2 buystop trades and not getting a chance to place a sellstop order. I think it wont place a sellstop because i have a 2 trade max rule. I dont want it placing 2 buystops but rather one buystop and one sellstop.
