They describe relation between Price and Volume as it was indicated first by Wyckoff in VSA. Cause the price can either fall or rise with high volume. When PA is a car, volume is the power of engine. I.e. when price is falling with decreasing vol it shows strenght of that move. At the bottom of that move there is usually Selling Climax and reversal.
